The vassal mastery keeps your threat level low as well and makes diplomatic game so much easier. Even more broken for bandit queen as making coalition with decent faction allows you to make them love you so much to ask them for her tribute diplomatic option and suddenly they are giving you 10,000g per turn out of tributes. They conquer territories only to liberate them as vassal subjects to develop with regular Han structures and buff the tribute gains to incredible levels.
